EVE-NG ships as an OVA/ISO you install on VMware, ESXi or bare metal. “Online” means you rent a VPS and run it there yourself - then keep it patched and sized.

EVE-NG's HTML5 console genuinely works in a browser, and self-hosting gives you full control of the box - if that's what you want, it's a fine path. netplex. just removes the “stand up and maintain a server for every person” step: one install, everyone gets a browser link.
